In a world in which the network geometry predominates, with its logic of transnational interrelations and interconnections, and a concomitant weakened presence of nations as States, cities have emerged as the main nodes of development, and competition among them has drastically increased. It is, therefore, crucial to shed some light upon the current conditions and possible futures of cities in our region. The XV Quito Architecture Biennial has chosen Latin American cities as its main concern.

Latin America is, according to United Nations demographic statistics, the continent with the highest ratio of urban population growth in the world. It is estimated that by the year 2030, approximately 85% of Latin Americans will dwell in cities. Nevertheless, it is also one of the least represented regions in the bibliography of architectural, urban and landscape design at a global scale. Our cities, their plights and proposals are invisible even within our region.

BAQ/ 2006 has been established as an initial effort to turn visible that which has remained invisible, and to bring to the foreground the urgent concerns and proposals of the planet's periphery. In the midst of a blazing spectacle, it is becoming of utter importance to observe what happens in the backstage, in the accumulating scatter of urban entropy that is shed as a by-product of global structuring and reorganization. The blurry existence of our cities must be integrated into contemporary discourses on urban and architectural practice. An overview of Latin American local efforts to respond in a rapid and appropriate manner to demographic explosion could be revealing in terms of what can be done with meager means; for if poorly managed, urban growth will simply continue to translate into further environmental degradation and poverty.

Are we prepared to face our future? Will our cities become the appealing megalopolis of urban prophecies or undesirable megaloslums? Will they be able to thrive in a world of competing urban nodes? What can be learnt from cities in other continents, which have successfully faced the impact of demographic explosion? These and other questions will be the point of departure of the XV Quito Architecture Biennial. Its end is not to provide definitive responses -a rather elusive pursuit- but to trigger a reflection on our urban realities and their future potential by focusing on the local from the multiple perspectives offered by the global. It has been thanks to bold and fine architectural, urban and landscape design that cities which barely existed on the map, suddenly became visible. Their strategies are of particular interest to us.

AWARD

The XV Quito Architecture Biennale received the Federico González Suárez Award, which is endowed by the Metropolitan Council of Quito to "individuals or entities who have excelled in the Academic field."

Twenty-eight years ago, the Colegio de Arquitectos del Ecuador, Pichincha province, established the Pan-American Quito Architecture Biennale (BAQ from the Spanish). Its uninterrupted appearance has made it the premier platform for the comparison of built work on the continental Americas. Hundreds of unpublished works from North, Central and South America participate in each release of the BAQ.
The BAQ/2006 invites all design professionals of the Americas to participate in this XV Biennale, to enable us to strengthen our professional network, generate innovative discourses and regional design proposals, compare our works, and prepare for a better future.
All participating projects will be published in the XV Quito Pan-American Architecture Biennale Catalogue and will be part of the BAQ/2006: Visible Cities exhibition.

Puesto que el objetivo primordial de la BAQ/2006 es reflexionar de manera proactiva sobre las condiciones actuales y el futuro de nuestras ciudades, una organización geográfica (continental) de columnas ha sido elegida para estructurar la discusión del simposio. Se propone arrancar con una discusión sobre la ciudad africana y cerrar con una reflexión sobre las ciudades en Latinoamérica. Entre la introducción y las conclusiones, se darán a conocer, analizarán y discutirán condiciones urbanas y propuestas de otros continentes. Para estimular el pensamiento del público, dentro de la estructura transversal, se propone partir con la ponencia de un diseñador que haya contribuido a transformar positivamente un entorno a través de posturas y propuestas audaces. Estas posturas serán rebatidas o reforzadas por dos comentaristas, cuya posición será defendida o postulada a través de su propia obra de diseño arquitectónico, urbano y/o paisajístico. Finalmente, las mesas redondas con las que se cerrará diariamente el simposio ofrecen un terreno fértil para los argumentos transversales. Con la finalidad de lograr una mayor interacción entre el público y los conferencistas, se asignará un tiempo para preguntas al finalizar cada conferencia. Con esta estructura continental y de (contra)posiciones claras, se espera alcanzar el objetivo de generar asociaciones globales que deriven en un desarrollo de propuestas creativas conducentes a mejorar las condiciones urbanas locales.

La Bienal de Arquitectura de Quito 2006:
Sus traslados e intenciones

No solemos pensar en el sentido de las instituciones. ¿Cuál es el sentido de las bienales de arquitectura, por ejemplo, que reproducen sus apariciones cada dos años en múltiples lugares, como una suerte de cultivo de relámpagos culturales cuya siembra consume meses y grandes sumas de dinero? Boris Albornoz me ha planteado el reto de responder –en retrospectiva- a esta pregunta; de hurgar el sentido de la Bienal de Arquitectura de Quito más allá de sus objetivos inmediatos, mediáticos y póstumos.

No voy a escribir una apologética de la Bienal, aunque no falten aquéllos quienes no le encuentran sentido alguno y canalizarían los recursos que absorbe en otras direcciones. Simplemente he de recurrir a la metáfora del viaje para formular el sentido de la XV Bienal de Arquitectura de Quito, pues se lo hilvana en la medida en que involucra un sinnúmero de traslados y encuentros. Deleuze y Guattari sostienen que los supremos son los viajes de la inmovilidad. Si bien su enunciado puede interpretarse como una alusión a los múltiples senderos que se abren en el océano virtual, o como un rescate de las posibilidades de la meditación y la capacidad humana de circular los territorios de la fantasía y el deseo, también puede servir para explicar el efecto catalizador –de viaje- que puede tener un evento como la Bienal, cuando se lo traduce en oportunidad para la conciencia de un gremio y una ciudadanía; para aprender en la acción y aprehender en la inacción.

La Bienal supone traslados tangibles, materiales: decenas de láminas arriban a Quito por correo o por medios digitales para ilustrar con sus contenidos los hechos de la arquitectura panamericana y conformar su muestra y catálogo; otras se dan encuentro para proponer alternativas de diseño encaminadas a reformular el desarrollo de una condición local como la propuesta por el Concurso Internacional para Puerto Baquerizo Moreno; un grupo selecto de Jurados vuelan desde varias geografías para disertar sobre los merecimientos de cada proyecto; otro grupo de pensadores asiste a dictar conferencias en un simposio; estudiantes y arquitectos de distintas ciudades del país y América Latina hacen de Quito su morada temporal cada dos años. Pero los que interesan, en última instancia, son los traslados intangibles: hay ojos que se abren, visiones que se engendran, respuestas que se encuentran, preguntas que se plantean, imaginaciones que despegan y conversaciones que se propician.

Para el 2006, la Comisión Bienal escogió como tronco el tema de la ciudad contemporánea; sus cualidades visibles y reales, tan a menudo ocultas, a la espera de ser desveladas. Un tema vasto y difícil se descompone necesariamente en eventos afines y comprometidos con la urbe. Se organizó una serie de talleres para niños, encaminados a inculcar los valores del reciclaje y la siembra de árboles; otra serie de talleres intensivos para jóvenes, en un intento por arrojar ideas para el futuro del río Machángara y su quebrada; un concurso internacional sobre arquitectura y urbanismo sostenibles para las Islas Galápagos; una exposición de arte en los espacios públicos del Centro Histórico de Quito; y el simposio Ciudades Visibles, cuyo objetivo primordial fue atraer visiones diversas de distintos continentes y personalidades que permitan reflexionar sobre eventos locales desde ópticas alternas.

Quedó claro que la Bienal estuvo permeada de inquietudes: de género, de ambiente, de raza y equidad social. En esa medida fue también un acto político, un enunciado o intento por contribuir a la transformación positiva de la polis. Abogó por la tolerancia y la inclusión: de lo natural en lo artificial; lo femenino en lo masculino y viceversa; lo periférico en lo central y el enclave de lo central en lo periférico; lo abundante en lo escaso y lo escueto en lo excesivo. Fue una invitación a participar del proceso mediante el cual se habitan las dimensiones intermedias de las ciudades, esos recorridos que asemejan una curva de Von Koch: ni línea ni superficie, ni ciudad ni campo, ni natural ni artificial…

En última instancia, la Bienal abogó por una tolerancia con la ciudad: ese yo y ese otro, colectivo e individual a la vez; exterior que se interioriza e interior que se proyecta. En una de mis visitas recientes a Estuardo Maldonado, el gran artista de la modernidad ecuatoriana puso a girar una de sus obras, aquélla titulada “6 Dimensiones”. La hélice de metal coloreado reflejaba con voz propia las distorsiones del entorno. Conforme Estuardo hablaba y me describía su obra se volvió aparente que al concebirla, sus ojos se habían pulverizado en los mil ojos de alfiler que habitan la lámina. El era los ojos en el torso de la hélice de metal. Acaso supo extraer esa actitud de empatía de los prismas de piedra Valdivia cuyos flancos están socavados por miradas huecas. La suya, se espera, es también la actitud de la Bienal: es importante diseñar desde la empatía. Hace falta ser tierra para implantarse en un terreno; ser árbol, para optar por su remoción o permanencia; ser agua que cae del cielo, para traducirse en techumbre; ser hombre “estándar”, para diseñar vivienda social; ser pobre, ser indio, ser mujer, ser gay, para comprender los espacios de la discriminación y trastocarlos; ser cara para manufacturar una máscara.

Quien es incapaz de empatía no debe diseñar sino para sí mismo. Es vital recuperarse de esa aproximación contemplativa del paisaje urbano que lo vuelve intocable. El ciudadano está inmerso en la ciudad, y la ciudad, sin él, es ruina o zona arqueológica. Es posible promover un acercamiento activo a la ciudad como experiencia. Al fin y al cabo, la más compleja de las construcciones humanas es también la mayor de las ficciones. Nos engaña en la medida que parece casi natural: con sus propias leyes, aparentemente imperecedera. Pero en sus infinitas mutaciones, la ciudad ofrece oportunidades para el cambio. Podemos transformarla. Es nuestro deber y derecho, de modo que ella pueda transmutarse también en nosotros. Con la ciudad hemos de establecer una relación positiva, de reciprocidad y beneficio mutuo. Reactivar aquella conexión íntima entre ciudad y ciudadano es el sentido último de la XV Bienal de Arquitectura de Quito: Ciudades Visibles.

Proposal for sustainable urban interventions (built and natural surroundings), aimed at transforming existing conditions into an “achievable utopia.”

A habitable prototype that is sensitive to its fragile natural context, with appropriate construction technologies and systems.

Contestants may choose to participate in one or both components with separate entries. Both components have professional and student categories. We recommend forming multi-disciplinary teams (architects, ecologists, engineers, urban planners, biologists, sociologists, etc.) to ensure that proposals contemplate the broadest possible array of viewpoints.

Participation Requirements

All works whose construction completion date is between January 1, 2002 and August 2006, are located in the Continental Americas, and are designed by architects from the Americas or abroad who belong to the professional bodies of the countries where they exercise their professions, may participate in the Pan-American Competition.

For the categories of “Theory, History and Critique of Architectural, Landscape and Urban Design” and “Periodical Publications Specializing in Design,” works shall be accepted by architects from the Americas or abroad residing in the Americas, whether published and/or produced on or off the continent.

For the category of “Unbuilt Projects,” works developed within the same period (01/2002 – 08/2006) shall be admitted to competition.

BRAZILIAN PANORAMA OF ARCHITECTURE - a post 90 vision

Considering the need of Brazil to increase the export of services, the exhibition entitled BRAZILIAN PANORAMA OF ARCHITECTURE - a post 90 vision, which was organized for IAB, seeks to illustrate the high quality of Brazilian architecture. The exhibition gathers 40 projects that have been built in diverse Brazilian states, and many of which have received awards in national and international competitions during the last 15 years, including the Quito Architecture Biennale. Architect Carlos Fernando of IAB-RJ, Coordinator of the exhibition, accepted the invitation extended by Vania Avelar, Coordinator of the Quito Architecture Biennale in Brazil, to present the exhibition in its 2006 edition. The exhibition contributes to enhance Brazilian Brazilian participation in Quito and attempts to underline the prominence of Brazilian architecture within the international scene, thanks to its rich and diverse architectural production. The exhibition counts with the support of the Brazilian Ministry of Culture and the Brazilian Embassy in Ecuador that has generously offered to distribute the Quito Biennale visitors a digital version of the exhibition in CD-ROM format.

“OPEN: new designs for public space includes projects from six continents that are changing the way we live, work, and play in cities. In the past few years, city dwellers around the world have faced often-terrible challenges to using, much less designing and building public spaces. At the same time, recent history has also underscored how much public space is still valued and vital, from memorials, to protests, to the everyday pleasure of eating lunch in the park. This is as true in Johannesburg as it is in Lower Manhattan: the world is full of sites where memory, commerce, arts, recreation, and transit all command a new investment of time, energy and resources to build and rebuild a shared public realm. The design of public space, in this city and internationally, will only move forward with an open-minded understanding of how this investment is evolving. The OPEN exhibit looks at projects that are recently completed, under construction, or in development, across a spectrum of sponsors, functions, and scales.”

Within the framework of the XV Quito Architecture Biennale and in collaboration with the British Embassy in Ecuador, nine workshops for children were undertaken in 3 neighborhoods of Quito. Each workshop was directed by an artist, an architecture student, a public school teacher and a community leader. Groups of 30 to 40 children worked in unison within this environmental education program. Students, teachers and parents learned to sort and recycle garbage, and to re-use it in models and drawings of future urban utopias. Last but not least, each child planted a tree that is meant to be monitored until it becomes a stable presence in the city.

Through this program we expect to raise environmental awareness, contribute to make the city of Quito greener and reduce waste.

The results of the workshops were exhibited in YAKU, the Museo del Agua (Museum for Water), between the 13th and 30th of November, 2006.

Urban Ecosystems:
Alternative and Sustainable Practices for Cities in Latin America

Objectives

”Urban Ecosystems: Alternative and Sustainable Practices for Cities in Latin America” is one of the academic initiatives of the XV Quito Architecture Biennale “Visible Cities”. Through it, we seek to compensate for the lack of an architectural, urban and landscape design exhibition that could illustrate sustainable practices for cities in the region. In order to compile such a display, we have decided to reach out to architecture and design schools in the American continent and Europe. We are requesting each to present the most innovative ideas that have resulted from sustainable design research studios, in the form of two A1 format panels. The panels submitted would be combined to compose the URBAN ECOSYSTEMS EXHIBITION, which will open in November 2006.

The objective of an exhibition of this nature is to provide a panoramic view of urban realities in Latin America, that would allow students, faculty and professionals to extract generic as well as particular traits; share experiences and ideas; and ultimately, discuss possible sustainable solutions to critical urban conditions. Through this intellectual exchange, we expect designers and students to incorporate environmental values into their design strategies.

Furthermore, we propose to conclude the journey initiated with the organization of the Exhibition, with 12 design charrettes that would take place during the week of the 13th to the 17th of November 2006 in the city of Quito. The charrettes would allow us to expand the exchange of ideas and methodologies related to sustainable cities among students and faculty from diverse national and international institutions. Each participant faculty member from abroad would closely collaborate with a local faculty member and a group of 25 students, in order to research and propose innovative design ideas for a critical urban-environmental condition in Quito. The results of the charrettes would be presented and discussed during a forum on Friday, November 17th. Each group could follow different guidelines and methodologies, some of which would be further illustrated by the projects presented in the “Urban Ecosystems” Exhibition.

Conceptual framework

We define “Urban Ecosystems” as those communities of living organisms whose vital processes are interrelated and develop around the physical factors which define one same environment, the city. It is assumed that their vital processes are interdependent, mutually conditioning and complementary, as they strive to maintain the equilibrium necessary for their development and subsistence. These vital processes are repeated and required at all scales of life. Just as in the human body they are expressed through the use of space, need of water, energy, flow of fluids and waste disposal; urban ecosystems need to satisfy the needs of their inhabitants, providing land for their development, air and water for their survival, energy for their functioning, circulation for mobility, waste disposal for health, and infrastructure to protect and promote growth.

Currently, urban ecosystems must strive to provide these services and resources within a sustainable framework, in an attempt to achieve balance between the natural and the artificial, between the needs of the environment and those of the organisms that dwell in it and are an inextricable component of its metabolism. Cities, the largest concentrations of resources in the planet, need to develop efficient systems to manage water, air, waste, vegetation, soil and energy, if they are to satisfy the needs of a high-quality urban life, without depleting resources that are crucial for the survival of future generations.

The “Urban Ecosystems” Exhibition would like to provide a space in which to highlight academic projects that present innovative, holistic, sustainable solutions and alternatives to the complex interrelations that characterize the urban environment. These projects may analyze and concentrate on developing one specific need of the urban ecosystem, or may present integrated alternatives within a fragment of the city, that contributes, nevertheless, to redefine the whole.

Regardless of scale and area of intervention, the projects of the exhibition as well as those to be developed during the charrettes need to take the following parameters into account:

1.Land (efficient land use, brown fields treatment and recovery, land re-use)
2.Water (efficient water use, recovery of water fronts and large water bodies, grey and black water treatment and recycling, rain water collection)
3.Energy (efficient energy use, low or passive systems, use of renewable sources of energy)
4.Flows (optimization of circulation systems, pollution and emissions reduction)
5.Waste (waste management, waste recycling, waste treatment, septic fields, biogas production)
6.Infrastructure (provision of spaces to live and work, housing, health care, recreation, hospitality -which would stimulate social and cultural integration and promote an efficient use of resources and health)

Aware of the importance of supporting and stimulating the academic development of new generations of Ecuadorian architects, the Architects' Association of Ecuador and the Quito Pan-American Biennale launched the Gold Medal - CAE in 1998 (XI Quito Biennale). The Medal awards the best academic projects presented by all Ecuadorian Architecture Schools for competition.

The creation and strengthening of bonds with all national schools of architecture is considered of fundamental importance by the Architects' Association of Ecuador, who seeks to trigger a continuous and tight exchange of experiences and information between professionals and students. The Medal provides the perfect opportunity to showcase the work undertaken by students of architecture, stimulate discussion and provide a measure of academic performance in the country against the backdrop of its professional counterpart.
